The air traffic control tower at Ronald Reagan National Airport was not fully staffed at the time of Wednesday night's deadly mid-air collision, according to a report from the Associated Press.

Staffing in the tower "was not normal for the time of day and volume of traffic", with one person doing the work of two.

An American Airlines flight carrying 64 people and an Army helicopter carrying three people collided, killing all passengers and crew.

At least 28 bodies have been recovered from the Potomac River so far.

The cause of the collision is under investigation.
