There are specific rules about flying the American flag and especially on Memorial Day. The U.S. Department of Veteran Affairs instructs, "On Memorial Day the flag should be flown at half-staff from sunrise until noon only, then raised briskly to the top of the staff until sunset, in honor of the nation’s battle heroes." If you are unable to display the flag at half-staff, you can display your flag with a black mourning ribbon to show respect. Place the one foot wide or less ribbon just below the spearhead of the flag and let it drape down.
