The Northern Ohio Violent Fugitive Task Force is offering a reward for information which would lead to the capture of fugitive Billy Tinker. Tinker is wanted by the United States Marshals Service and the Cleveland Division of Police for kidnapping and rape.
Tinker, 25, is a black male, standing approximately 5 feet 8 inches and weighing 230 pounds. His last known address is the 3900 Block of W. 21st Street, Cleveland. Tinker should be considered armed and dangerous.
