(CLE) - It's only been a few weeks, but the city of Cleveland has already cited and fined over 1000 city property owners for not playing by the new garbage rules. The city Division of Waste says people are being flagged for stuffing too much garbage into individual city bins, using bins not approved or provided by the city, and mixing regular garbage into recycling bins. Since Cleveland began enforcing the rules again on August 1, city residents have been fined more than 100 thousand dollars.
