Scooter Death Suspect Admits to Heroin Use

(Cleveland) - A 19 year-old Vermilion man has admitted to Cleveland police that he snorted heroin in a grocery store parking lot prior to hitting and killing Jenasia Summers, as she rode a motorized scooter near East 9th Street and St. Clair in downtown Cleveland.  Scott McHugh was found slumped unconscious behind the wheel by police after hitting and dragging the 21-year-old victim, who was a resident of Cleveland Heights. He is charged aggravated vehicular homicide in the incident. A male passenger in McHugh's Chevy Cruze fled the scene of the accident. McHugh later told investigators that he had been struggling with addiction since his early teens, and had recently been sober for 50 days.
