Paid Parking Begins At West Side Market

(Cleveland)  --  Free parking at the West Side Market is history.  Cleveland city officials say they'll start charging parking fees today to help pay for improvements and upkeep.  People who park behind the market will get 90 minutes free, then one-dollar per hour up to a daily ten-dollar maximum.
