(Cleveland)  --  The Cleveland Animal Protective League is responding to a spike in calls about pets left out in the brutal cold.  APL officials say they've investigated more than four-dozen calls in the past week about dogs outside without proper shelter and water.  Pet owners are being advised to bring their animals inside during the cold snap.
