Eastlake Police Release Details of Fatal Hit-Skip

CLEVELAND - On January 20th, just after 10 pm, Eastlake police received a call about a man who was found and was having difficulty breathing on Lakeshore Blvd. Officers arrived shortly after and found a 20-year-old man with serious injuries.

Police quickly learned the man was riding his bicycle and was hit by a driver driving in the same direction. First responders arrived and took the man to Lake West Hospital.

About an hour later, an officer noticed a car with lots of damage to the front passenger side and stopped the car. Police then found the vehicle was involved in the hit-skip that injured the young man.

The driver is 69-year-old Joyce Walters of Willoughby. Police say she showed signs of intoxication. Police then tested and arrested Walters for OVI.

The man who was hit was identified as 20-year-old Micheal "Dylan" Minello. He was transferred to MetroHealth and passed away from his injuries on 1-23-23.

Joyce Walters was arraigned in Willoughby Municipal Court and charged with Hit-Skip, OVI, BAC, and Aggravated Vehicular homicide.
