(Parma Heights) -- A Parma man is facing charges for breaking a window in the Walmart parking lot and getting dogs out of what he claims was a hot car. Richard Hill has been charged with criminal damaging, accused of smashing a car window to rescue two dogs. Police say the dogs were only inside the car for eight minutes and officers had already been called to the scene.
