Starting today, all Oregon residents must wear facial coverings when out in public but the state mandate has some exceptions such as those who could be harmed by wearing a mask if they have a medical condition that could worsen by wearing a mask. Children under twelve are also exempt.
In one county, however, there is an additional exemption. The Lincoln, County Health Department has exempted minorities from wearing facial coverings.
The Lincoln County exemption specifically reads: People of color who have heightened concerns about racial profiling and harassment due to wearing face covering in public. ReNika Moore of the ACLU says minorities have struggled as to whether to wear masks out of fear of being profiled.
