When it comes to the poorest cities in America, Cleveland is near the top.
The city sits only behind Detroit on the list of poorest cities as current data shows the poverty rate throughout Cuyahoga County is 18 percent, that is higher than the 15.6 percent at the height of the recession in 2008.
About 220,000 people in Cuyahoga County live below the poverty line. Poverty is defined as a family of three with an income of less than $21,000 a year.
