Rocky River - The man responsible for dumping a blue eyesore over a cliff in Rocky River has been arrested, and charged.
Police say Oscar Serrantos-Lozano has been charged with Polluting State Land or Water. This after a blue streak of paint was found alongside a cliff.
Officers say on Thursday, two people on paddle boards called in after seeing blue paint dumped over a cliff behind a house on Frazier Drive.
Officers collected a sample of the paint to test it to make sure no wildlife, or people, will be harmed.
The Coast Guard is also investigating this case, meaning Serranto-Lozano could be facing more charges, but is currently out on bond.
