(Washington, DC) -- A northern Ohio congresswoman is making waves by linking women's clothing to sexual harassment. "Politico" reports Congresswoman Marcy Kaptur told colleagues this week that revealing clothes worn by staff members invites harassment. The Toledo Democrat later tried to clarify that women aren't to blame for lewd treatment, but rules of decorum are necessary.
