Jerry Jeudy caught a crucial third-down pass to set up Nick Chubb's go-ahead, two-yard rushing touchdown late in the fourth quarter.
He finished with a pair of TD's to go with 59 rushing yards.
Cleveland snapped a two-game skid and remains last in the division 3-and-8.
The Browns visit the Broncos a week from Monday.
