Opponents of the "Q" renovation plan pressing for a referendum.  Cleveland City Council Monday approved the partial funding of the 140-million dollar renovation plan at Quicken Loans Arena.  The plan is not coming without its' detractors.  A group called 'Greater Cleveland Congregations' says it will start collecting petition signatures to place a referendum on the ballot.  The ministerial alliance believes the money should go to Cleveland's neighborhoods, not the Cavaliers.
