(Columbus) -  A federal judge has ordered a halt to executions scheduled in Ohio this summer to allow court to hear arguments over the state's execution procedures.   The state has announced plans to modify the lethal injection procedures following the execution of Dennis McGuire earlier this year.  It took McGuire 26 minutes to die and he appeared to gasp for breath at times.
